Starting on 26 December 2010, Batticaloa was struck by the heaviest rains in almost one hundred years, causing devastating northeast monsoon floods in 14 Divisional Secretariat Areas. The flood damage is incurred to homes, infrastructure, schools, water supply, and sanitation systems, among other. The most recent floods are preceded by intense rainfall which had already put many of the conflict-affected returnees at risk.

At the district level, UNDP has been playing an increasingly important role in Early Recovery/Recovery coordination and programming. Early Recovery (ER) is understood as a multidimensional recovery process that begins in the humanitarian setting, and encompasses the restoration of basic services, livelihoods, shelter, governance, security and the rule of law, environment and social dimensions including the reintegration of displaced populations.

“Support for sustainable livelihood recovery among conflict affected disadvantaged people in the Kilinochchi District

Kilinochchi is a severely underdeveloped and poverty stricken district that was affected by both the civil war and the 2004 tsunami. Out of the four Divisional Secretariats in this district, Karaichchi is the mostly affected with the largest disadvantaged population as defined by widows heading households (3783) out of this there about 1189, under 50years old widows selected for this activities. Widows of Kilinochchi District, and especially the Karachci Divisional Secretariat division are disadvantaged through the lack of facilities, resources, support, alienation, marginalization, and social exclusion. These poor and disadvantaged conditions pose a risk to health (behavioral, physical and mental), livelihood, career, trainings, academic achievements, and the ability to live productive lives. These families are primarily economically disadvantaged, that is, they are with no business opportunities, credit facilities, banking facilities, lenders, access to markets, communication facilities, left out of the supply chain, and forgotten by investors and business opportunists. They are also lacking in other basic skills essential for economic success such as marketing and management skills, leadership, and technical skills making them further vulnerable in the economy.

Higher education and Tertiary Education sectors are one of the most powerful sectors of education in Sri Lanka and it will inspire the country’s value, ethics and social institutions so that Sri Lanka becomes celebrated as an enlightened and peaceful multi-ethic, multi-religious and multi-cultural society.

EDUCATIONAL ACHIEVEMENTS

·         Initiated free education for primary and secondary educations in 1943.

·         Achieved very good education indices in Asia by 1960’s

·         Achieved universal access to primary education by 99.6

·         Achieved Millennium Development Goals(MDG) 2, 3,4,5,6 & 7 with health and education indicators.

Weather condition in Batticaloa is started to destroy the cultivation

The Present weather condition in Batticaloa is started to destroy the cultivation and paddy field. Most of the people are doing their self-employment in cultivation using available lands and man power. Most of are very traditional small farmers who have no idea once they meet unexpected disaster. 

I saw most of the poor farmers started to extracted their plants from their cultivation land and carefully move their equipment. 

Usually, most of them are collecting investment for their farming from their friends and pawning  their jewels. But there are no solution till when they get loss by disaster, even-though there are so many incentives and insurance systems introduced but most of them are not aware these and lack of approach by the relevant officers from government sector too. I think district politicians could take some remedial action to assist to recover poor farmers through accelerate government existing system or they could guide them to access the available facilities ASAP.
