Small and Medium Enterprises (SMEs) are regarded as one of the main driving forces of economic development of all economies because they generate new employments, introduce new business methods and products, reduce poverty, inflation and income inequality and solve the balance of payment problem (Prasad, Tata and Guo, 2012; Singh, Garg and Deshmukh, 2010; Tambunan, 2008; Zeinalnezhad, Mukhtar and Sahran, 2011). Therefore, SMEs are cnsidered as the backbone of economic development of a country.

 BACKGROUND OF THE PROJECT

Small and Medium Enterprise sector development is one of the key issues in developing and developed countries in the world.  SME is the playing the important role of the national economy. But there is no proper model in Small Medium Enterprises in Sri Lanka. Government and Private and institution are following various method. It is based on individual institution’s interest and policy and their regulation. There are 70% of the production are made by SME in Sri Lanka.  Future of this industry is dependents on the development of the new model. In Sri Lanka no basic law in SME, lack of integration among the industry, lack of management reform, lack policy reforms are in facing   in SME sector.

WHAT TO DO WITH NEW FUNDS?

"We all should focus on what concrete steps should be taken to improve all aspect of education- quality and standards of teaching, learning and evaluation; infrastructure that includes buildings, class room, laboratories, libraries and even cafeteria;development of academic as well as non-academic human resources; capacity building in administration and management; student and staffs welfare, scholarship; text books; research and publication"

  On the concept of the Public, Private & People Participation approach (PPPP) there is a cultural show organized in Amplanagar Grama Niladari Division of Karachchi Divisional Secretariat Kilinochchi on 04.12.2014. This particular village is mostly vulnerable and poor one which is selected as a model village to develop under the above concept developed by NHRDC.

The findings of Kilinochchi study on Disadvantaged communities which requested to conduct by Hon.Dalas Alakapperuma Minister, Ministry of Youth Affairs and Skill Development which show 95% of them are under traumatic condition, 68% of them are unemployment and some others which continue them to become disadvantaged group of people.
